BAGHDAD (AP) – A pair of car bombs tore through two different Baghdad neighborhoods Sunday, killing at least 31 people and breaking what has been a period of relative calm since the end of the Muslim holy month of Ramadan.

The blasts were the worst to strike the Iraqi capital since the number of American troops in the country dropped below 50,000 and the U.S. declared a formal end to combat operations. The violence underlines the challenges Iraqi security forces face trying to stabilize Baghdad as U.S. forces drawdown and Iraq's police and military assume responsibility for protecting the capital.

Sunday's deadliest attack took place in north Baghdad's Kazimiyah neighborhood when a car bomb detonated near a branch office of the National Security Ministry in Adan square, killing at least 21 people and wounding more than 70, police and hospital officials said.

“It was a big explosion and dust and smoke filled my house,” said Abu Shahad, who lives about 200 yards (meters) from the blast site. “I went out and saw a big black cloud hanging over the area where the bomb exploded, and I rushed there because I have relatives living there.”

He said his cousin and her child were killed and another cousin was wounded in the blast.

At least 10 people were killed in another car bombing in western Baghdad's affluent Mansour neighborhood, said Army Brig. Gen. Ali Fadhal, who is responsible for the western half of the city. Another 10 people were wounded in the attack.

Fadhal said security officials were investigating whether the blast was the work of a suicide attacker in a car targeting a crowded commercial area near an AsiaCell store, one of Iraq's biggest mobile phone providers.

The blast sheered off large sections of the concrete walls from the surrounding buildings, and chunks of rubble were strewn around the street. Dozens of Iraqi army and police officers cordoned off the area, keeping journalists at bay.

An eyewitness working in an office near the Mansour blast site said he heard a huge explosion that shattered windows in his office and brought a section of the ceiling down on one customer.

“Dust and black smoke covered the area and I thought that the car bomb exploded near our office,” said the man, who identified himself as Abu Haidar. He said he saw a lot of wounded people on the street and helped evacuate a child who had shrapnel wounds in his back.

He also accused the government of failing to quell violence in the country.

“I blame this tragedy only on the government officials who are competing for positions and letting us be victims of these bombings,” Abu Haidar said.

Iraq has gone more than six months now without a new government since inconclusive parliamentary elections in March.

While politicians continue to wrangle over who should head the next government, many Iraqis complain that the political deadlock has created a power vacuum that militants have successfully exploited.

Security officials could be seen roaming the blast site in Mansour as ambulances and other vehicles blocked the road leading to the checkpoint near a branch office of the Ministry of National Security that police say was targeted.

There was no immediate claim of responsibility for Sunday's attacks.

The violence comes nearly three weeks after the number of American soldiers in Iraq fell below 50,000 and President Barack Obama declared an official end to U.S. combat operations in the country.

The remaining U.S. troops primarily train and assist Iraqi security forces in hunting down suspected militants, although they have continued to engage militants since the official end of combat.

Last week, 12 people were killed when insurgents attacked a military command center in central Baghdad and drew U.S. forces into a firefight.

Insurgents have intensified their strikes over the summer, dispatching suicide bombers and detonating car bombs around the capital, targeting Iraqi security forces and government institutions despite a network of police and army checkpoints around Baghdad.

Earlier Sunday, two people in a minibus were killed when a roadside bomb went off in the Shula neighborhood of northwestern Baghdad, police and hospital officials said.

The officials spoke on condition of anonymity because they were not authorized to speak on the record.

Ahmadinejad urges UN to play its principal role in world management

TEHRAN – President Mahmoud Ahmadinejad has called on the United Nations to fulfill its principal role in management of the world.

Ahmadinejad made the remarks early on Sunday upon his arrival at J.F. Kennedy Airport in New York to attend the 65th United Nations General Assembly session.

He was received by Iranian envoy to the UN Mohammad Khazaei, and a number of other diplomats.

The UN must provide all nations with equal opportunities so that they can play their role in the world management, the president underlined.

He added justice and security cannot be realized unless all nations feel responsible in this regard.

Ahmadinejad is scheduled to deliver a speech at the Millennium Development Goals (MDG) summit (September 20 to 22), and the UN General Assembly session (September 23 to 30), as well as the World Forum for Proximity of Islamic Schools of Thought summit.

He will also do interviews with U.S. media outlets and meet U.S. scholars and Iranian expatriates during his week-long stay in New York.

The presidential chief of staff, ministers of foreign affairs, culture and Islamic guidance, cooperatives, IRIB director, head of Tourism and Handicrafts Organization, and two senior advisors to the president are accompanying Ahmadinejad in the visit.

Iran, 5+1 group should move in tandem: Italy’s ex-premier

TEHRAN -- Former Italian prime minister Romano Prodi has said Iran and the 5+1 group should move at the same pace with respect to the nuclear issue.



On Italy’s position toward Iran’s nuclear program, the veteran politician said Italy does not follow the United States like a schoolboy who obeys his teacher.

Prodi, the former chief of the European Commission, arrived in Tehran on Sunday to attend a conference on “Europe, Financial Crisis and Future Expectations” hosted by the Foreign Ministry.

Addressing the conference, he said, “I think that both Iran and the other sides should move at the same pace in the nuclear issue and I believe now it is time for taking new measures.”

Italy has always attached great importance to Iran and Rome’s relations with Tehran are special, he stated.

Elsewhere in his remarks, he pointed to the new developments in the world, urging Iran to adapt to new situations to play its role in international interactions.

Spurs legend Smith dies


Tottenham have announced the death of former striker Bobby Smith at the age of 77.


Smith played as a centre forward for Spurs as they won the Double in the 1960-61 season, scoring 33 goals in the First Division and FA Cup that year. Spurs have not won the title since.

Smith scored in the 2-0 win over Leicester in the FA Cup final that year as well as the 3-1 victory over Burnley in the following year's final. He was also part of the European Cup Winners' Cup success of 1963.

Smith died in hospital on Saturday evening following a short illness and a message on Spurs' official website read: ""It is with great regret that we announce the death of Bobby Smith, our legendary centre-forward from our great Double-winning side of 1960-61.

""We extend our sincere condolences to the family of Bobby Smith at this very sad time.""

Disabled Iranian swimmers win 12 medals in Slovakia championships

Iranian swimmers claimed 12 medals in the 32nd Slovakia Open Swimming Championships for Athletes with Disability in Bratislava, Slovakia on Sunday.


Iranian swimmers won five gold medals, four silvers and three bronzes in the competitions which are considered to be preparation for the upcoming paralympic games.

Iran heads for FIBA Asia U18 Championship

TEHRAN - Iran basketball team will flew to Sana'a, capital of Yemen last night to take part in the 21st FIBA Asia Under 18 Championship which will be held from September 22 to October 2.
The defending champion, Iran, has been drawn in Group A of the 21st FIBA Asia Championship along with Taiwan, Malaysia and Sri Lanka.


Sixteen Asian teams divided into four groups will compete in the tournament and the top three teams from each group will advance to the second round of the championship.


The top three teams at championship will represent FIBA Asia at the 2011 FIBA U19 World Championship to be played in Latvia from June 30 to July 10, 2011.

Indian conglomerate makes bid for MGM



LOS ANGELES (Dispatches) -- Sahara India Pariwar, an Indian conglomerate with real estate and media holdings, says it has made a $2 billion bid to buy the debt of the struggling Hollywood studio Metro-Goldwyn-Mayer.


It was unclear how MGM’s committee of creditors viewed the offer. A spokeswoman for the studio declined to comment. The offer came a day after MGM said it had received another extension on an agreement to put off interest payments on about $4 billion in debt until Oct. 29.

Earlier this month, MGM said it had won extra time with debt payments rescheduled until October 29.

UN holds a special meeting on Pakistani floods

UNITED NATIONS -- The United Nations held a special ministerial meeting on Sunday aimed at securing emergency aid for the millions of victims of devastating floods in Pakistan.



Pakistan's Foreign Minister Shah Mehmood Qureshi, U.S. Secretary of State Hillary Clinton and other top foreign ministers attended the meeting.

The World Health Organization has said recently that a feared second wave of deaths from the floods has so far failed to materialize, but noted the risk is very high that waterborne diseases such as cholera could spread and cause large numbers of deaths. There are also fears of food shortages and ensuing civil unrest.

On Friday, the international community appealed for a record two billion dollars in aid for the flood victims.

The UN has appealed to all member countries to come forward and help Pakistan at its time of need and not just make pledges but instead help the relief process in practicality.

The government of Pakistan said that a world-wide appeal for help will be made in October during the Friends of Pakistan conference as well.

Since then, the flooding has continued to spread, affecting more than 21 million people across a region of at least 160,000 square kilometers (62,000 square miles) -- an area larger than England, The Associated Press reported.

“We have all been struck by the enormous scale of the crisis,” Ban said. “The human tragedy is immense and it is growing. The flood waters are (still) moving.”

The floods killed more than 1,700 people and damaged or destroyed nearly 1.9 million homes over the summer.

Food, shelter and other emergency aid is still being supplied to displaced people in areas that remain under water. In regions where floodwaters have receded, aid is needed for early recovery efforts.

Crops, irrigation, drainage and storage facilities were devastated across the largely agricultural nation. Farmers who lost crops and who cannot plant again by November will probably remain dependent on aid well into 2012, the UN says.

Ban said children and pregnant women have been left particularly vulnerable by the crisis. “Pakistan is not facing just one humanitarian crisis, but many,” Ban said. “All of this makes the Pakistan floods the worst disaster the United Nations has responded to in its 65-year history.”

The UN's new humanitarian chief, Undersecretary General Valerie Amos, said countries had already been generous this year, contributing more than $5 billion so far in response to various UN appeals for humanitarian relief.

“But more is now needed,” Amos said. “We must do our part. We simply cannot stand by and watch the immense suffering in a disaster of this scale,” she added.

The UN is seeking funding for food, health, education, shelter, water, sanitation and hygiene, as well as the operating of camps for displaced people, the recovery of the country's farm sector, and rebuilding of communities.
